This phenomenon is caused by an air pocket still trapped inside the impeller chamber or the bend of the suction pipe (air lock phenomenon). Even though you have poured water into the pump suction port, the trapped air pressure still prevents water from the source below from rising. You need to loosen the air vent screw on the back of the pump casing, continue adding water until the water overflows completely free of air bubbles, and then tighten it securely so that the pump will pump water immediately.

This is due to motor current overload or the internal thermal overload relay activating to protect the windings. The cause may be that the discharge pipe is too small/blocked causing high back pressure, or the supplied voltage drops below 220V (for 1-phase lines). You need to use a clamp meter to check whether the running current exceeds the rated current listed on the nameplate and check the clearance of the pipeline.

No, it should not. A check valve (or water-blocking foot valve) must be installed at the lowest position of the bottom of the suction pipe (immersed at the bottom of the water tank). If the valve is installed right next to the pump suction inlet, the entire vertical pipe section below will empty of water whenever the machine is turned off. When turned back on, small capacity pumps below 3.7kW cannot self-prime to pull water up from the bottom, causing seal burnout due to dry running.
